LISA and ISA question

If I wanted to open a LISA and ISA for £4k + £16k respectively - do they both have to be with the same organisation ?
For example I would like to open an ISA for my son (on Vanguard) and a LISA, but Vanguard don't offer a LISA, and I understand you can't open
two ISA's in the same year with different organisations, even if staying below the 20k limit...?

You can use different providers for different types of ISA but they don't share information about your remaining allowance so you will need to keep track of it as they all report contributions to HMRC.
Unless you have lasting power of attorney it should really be your son opening his own adult ISA accounts.1
