I've got this cctv system, https://www.swann.com/uk/swdvk-816004, is 1080p the best camera I can use or will a 4k camera work? Will a 1080p camera record in better quality than the supplied 720 cameras?
Display Resolution Up to 1080p

Specifications say this,

Recording Resolution Up to 720p

4k cameras won't work with that recorder/system. Nor will 1080p in all probability.
Video 1080p is merely a statement that the player can upscale from 720p to 1080p for a connected display via hdmi/vga. Most TVs can do the upscaling from 720p and may do a better job that the recorder can.
But to be certain why not ask Swann or their online Community? https://support.swann.com/s/1 -
Looks like its 720P and any camera above that will probably lose some of the image. The cams supplied are only 720PThe 4600 Kit seems to me 1080. Wider angle cams also 70º not the cheaper 55º on the 720P camsCensorship Reigns Supreme in Troll City...0
