Restarting Windows 10

During the last year I've had a number of problems with Windows Update, but think I found, by chance, a solution to one of them.
The problem is that I would get the message:
Updates Available
Downloading 0%
and this would remain for weeks, even months, without the update happening.
Today, I did a Restart ( I normally do a Shutdown) and the update was executed.
Could somebody explain why this worked, and advise on using Restart in the future.

Possibly there was another update that had not yet completed and it was waiting for a restart.I don't care about your first world problems; I have enough of my own!0

Just goes to show the old adage is always true - "have you tried turning it off and on again?"

Windows own update manager tool sorts this out normally , looks for issues , stops and starts Windows update and then downloads updates itselfEx forum ambassador

You can always at any time run the windows update troubleshooter0
