Can a lever be a syphon and dual flush? I suppose they must be as its an eu directive. Agree button flushes often leak, mine does but its so small not worth the bother of paying to get fixed.0

Yes - they do exist , but they are logically the wrong way round to my mind
The "Depress and Let go" should give you the water saving flush - rather than the full flush

One of the lever type I looked at for this thread was pull up lever for short, down for full flush - or vice versa. No idea what sort of mech was inside - I suspect not syphon.

The flush volumes are done by holes to let the air into the stem of the plunger which is why you need to hold the handle down the higher the plunger the sooner the air gets in as the level drops they could do a design with the short flush on release the handle but that could be more prone to failure as you need to seal the hole when holding the handle down1 -
As has been shown they are not the only option for dual flush and it is not always the dual flush that is the design issue of leak failures.Mickey666 said:

One of ours goes wrong with a small build up of scale that neds a dismantle and descale.
A siphon can't leak without an inlet failure, or the seal fails where it goes through the cistern base.1
