Google Play Refund

Sorry if this has already been covered I've tried to search previous threads but could find anything maybe I'm using the search function wrong. I purchased an app accidentally through google pay, which was paid for with paypal, it was £59.99. I requested a refund by email with the app provider, they agreed and issued the refund. the refund showed up as issued in the google play store. The money was never refunded in paypal. I have had several conversation with each party. Paypal and the app provider both blame Google. They all refuse to communicate with each other on my behalf. Paypal and the app developer both tell me google should supply a paypal refund transaction ID. Google play refuses to take any other action other than to refer me to the app developer. I have no idea what to do anymore.
Please can somebody help, thanks in advance.

If the money is sat in your google account what is the problem?
Would be better to link a card to google direct, rather than paypal, which adds another step to any issues.
>>>You just open a Google Pay account with the app from the play store. Load your cards unto the Pay app, then link that account with your PayPal account. From there you can withdraw directly if you have a PayPal debit card or transfer it to any payment method linked to your PayPal, like your bank account<<<Life in the slow lane2 -

I Would not expect a refund direct to google to auto transfer to paypal.
Same as a retailer refund paypal that you fund from your bank account. Refund sits with paypal till you transfer it to your bank.Life in the slow lane0 -
