There's a difference between ES (screw) light fittings and bayonet light fittings. On bayonet fittings, you can connect the wires up either way round.
On ES fittings, the polarity does matter. Although the bulb will work with the wires either way around, there's a safety issue because the metal body of the lamp forms one of the terminals, and it's safer to make sure that is neutral. The blue wire is neutral and the brown is live, and the ES lamp holder terminals should be marked accordingly.
