2 different Amex referral offers ?

I know about Amex offering £20 to you and £10 to your friend if you refer the friend and they get approved.
I'm just wondering if this £40 offer is only available to some members because in the T&C it states:
"Your Card Account's eligibility to participate in the Referral programme is based on your overall credit rating and other factors including your Account history with American Express."
Why should my credit rating/history play any role if my friend is the one to open a new card?

Those of you who hold Amex card other than Platinum Cashback Everyday Credit Card, have some of you also received this £40 offer?

Presumably, they're talking about your internal score here. The most likely reason for this is that if you're not being a good boy and paying your bills on time, they don't want to give you access to perks like referral bonuses.0
