Census 2021 letters begin to land in England and Wales - here's what you need to know

I have a question. My friend said she didn't get a census form. She lives in a house which is split into 6 separate flats.
I saw my friend today after collecting her from hospital after an operation. When we went through the communal front door she asked me to check the postal basket. I flicked through and there was a census letter in there. It was addressed to The Householder but as there's 6 flats, no one claimed it.
So assuming all 6 flats are rented out, that's 6+ people not completed a census. Should her landlord be responsible?
Just wondering what happens as she's not completed it or how the census people know it's not a single occupancy residence and should have sent 6 to the same address?
I don't want my friend to be fined for not completing.0 -
