LED Light fitting query

Just looking into fitting an LED tube light with diffuser. I seen one on sale at Lidl and similar ones at screwfix.

Could this light be easily connected to a cable connected to 3 pin plug. It is for use in the garage?  The Lidl one just has 2 connections in the fitting, no earth. 
As i read the Screwfix ones are recommended for connection to mains wiring only not via plug? 
I also wanted to replace a rose light fitting in the garage with this type of LED light, any reason why it would not be suitable?

Lidl one - "Housing and cover made from plastic"  - So nothing to earth
No problem, using that screwed to the ceiling but connected to a 3 pin plug or as the replacement rose fitting

But if you are thinking using as a mobile light, under the car etc  - then the cable fixings are almost certainly not strong enough to support a lot of moving about
