Do you know the contact details of the manager for Keyway Retail Park, Willenhall?

Dear all,
I am regular customer of Home Bargains and B&M at the Keyway Retail Park, Willenhall, WV13 2QU. I received a 1st reminder on 10th Feb from Premier Park Ltd stating that I have not responded to a PCN that was sent to me on 9th Jan (which I didn't receive. Apparently, I overstayed in the retail park by 16 mins on 2nd Jan 2021.
There was no mention of ANPR and no adequate signage across the car park.
I am intending to write to the Management Company / Land Owner to see if they could help cancel this PCN.
I would have thought the retailers would be happy to have customer coming in and their business running as usual during this pandemic rather than relying solely on online shopping. I've asked the staff in the store to provide details of the management but they have no clue. They have asked me to contact their head office.
The big board at the entrance states that the retail park is managed by Fisher German. This appears to be a big company and I am not too sure who I should approach. Any help with this will be very much appreciated.

SOME IDEAS ON DETERMINING WHO OWNS THE LAND1. Google searches2. If a retail park, check on any signage which lists the on-site outlets3. Ask retailers on the site if there is a managing agent4. Ask retailers on the site to whom do they pay rent5. Contact the local authority and ask who pays the non-domestic/business rate for the car park (some councils have a spreadsheet on their website)6. Contact the local Valuation Office and ask if they know. They often have a website which might provide the information7. Contact The Land Registry and for around £3 they should be able to provide definitive detailPlease note, we are not a legal advice forum. From what I understand of it FSP brokered the sale on behalf of M7. It was in 2019 so it could have been sold again but if not M7 look like they would be the owner.crazyvish said:Thanks @Peeves, thought they were sales mediators/facilitators only. I'll try those.
It looks like the land is subject to several leaseholds, one for each of the commercial units and an overall entry for the freehold. If you go to the link below and put the postcode in you'll see them. It'll cost £3 for the title and another £3 for the plan (the map) for each unit and again for the freehold. The plan will show whether or not the parking is included for each unit under the lease. It could be a bit more complicated since, for example, the plans may not include the parking but the lease may include an exclusive license to use them.

It would be best to exhaust all free methods first though. Send a message to everyone you can find that might know.4 -
Thank you all for your advice. I wrote to M7 estate agents along with the shopping receipt and they have replied back mentioning that they have requested the PCN to be cancelled. I guess that's a win!2
