Census 2021 - who has to fill out form?

I would guess that the database used for distribution of the Census forms is out of date and doesn't know that the property is now 4 self contained flats. My sister-in-law got a job with the last Census to chase up on properties which hadn't returned the forms. More than one property didn't even exist any more. One was by that time actually a car park.
