Calls from one country but appearing to come from many others

I have an ex gf in the Philippines who phones me from there but the countries' origins show up on my android as coming from Bochum, Hamburg,Netherlands, Finland all with different phone numbers etc. How does she do this?

- Prepaid calling cards
- VoiP calls
- SIM cards from other nations
