Notes are pretty passive aggressive, they tend to irritate people; you're far better off with a face to face. Escalating tit for tat is unlikely to lead anywhere positive.There's not much you can do from below - does the freeholder stipulate that carpet must be fitted?0

Grenage is right talk to your neighbour face to face & be polite but firm telling them what the problem is. The written word can be read many different ways & what you thought you wrote may not be what your neighbour read. In apartments or any multi occupant dwelling there is usually some form of "guide" to what is exceptable noise. Hope you sort the issue out

I'm a noise-hater myself - but consider that most people don't understand the noise they generate underfoot. So if you want to get personal face-to-face and non-defensive is the way to go.No man is worth crawling on this earth.

well I definetly wouldn't reccomend the subwoofer, that won't solve anything.
it does seem to be a difficult choice how to approach it from the start, either send a message of confront them face to face. it seems your note has not gone down too well, but i'd be willing to guess a face to face would have gone the same way if not worse so don't worry theres nothing you could have done.
a while back I had some disputes with a neighbour and at first it was face to face, but then after a few times of them agreeing to my suggestions in person only to back out via text the day later, I stopped going round and decided to to just text them with my plans, well I heard from other people that this was seen as shifty tactics the the neighbour and that went down like a lead balloon. in my mind I was thinking that they were not face to face people hence they couldn't debate in person, was just giving them the chance to think about it and let me know their real thoughts, rather than just saying yes to me and then saying no later via text.
so in short you can't really win!1 -

Yes?Which means you do not have a normal, empathetic, rational human being living above you. That's bad news. How bad? Dunno.You've just moved in? Bought or renting? Leasehold, I presume? Look at the deeds - does it say anything about floor coverings, noise levels, nuisance, etc?Meanwhile, note down every incident, what it involves, noises made, time and date. Recordings if it helps. You never know which way this is going to go, but you should start noting everything down from the off.1
