Adding a 2nd name on Council Tax account

Hi,
At the moment the council tax is in my name only,but we'd like to add my wife's name also to it. I have a mortgage which is in my name only also. Can we do this,or does my wife has to be the co-owner also?
She is on the electoral roll and has been on it for some time.

There should be a link on your CT website to add another person to the account, she doesn't have to be joint homeowner with you.
How about your other bills, are they sole or joint names?

My partner is the sole name on the mortgage, we are both on the CT (we met after she bought the house)0

As she is a joint occupier, her name should be on the CT bill. Occupation is key in CT, not ownership.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1

Is this the law,or can councils have their "rules"?

If there are 2 or more adults then you pay 100% and there is no 25% discount. Some adults are not counted as adults for tax purposes. If you live there e.g. bills registered there, you shouldn't be trying to claim a discount.

That is correct,I'm not trying to get a discount but trying to add my wife's name on the bill.
