Loft Conversion + Dormer

Hi All,
I had a certificate of lawfulness for a loft conversion + dormer. I've recently applied for planning permission for a first floor extension. Part of the approval condition is that I lose the permitted development rights for the Loft dormer so cannot do both, it's either/or. Fully understand this and is part of the PD rules.

My queries are:
1. Can I convert the loft anyway and not add a dormer?
2. What are my options with regards to trying to get the dormer? Is it a seperate full planning application specifically for the Loft? Or do I apply for an amendment to my first floor extension and incorporate the loft? Or is it even a thing to apply for an amendment to a condition?!
3. What would the planning officer look at when considering when approving the dormer? The size/shape/windows/overlooking etc is all the same when it was under PD. Or is it the over-development consideration? But we would hopefully anyway convert the loft with or without the dormer (if allowed) so just trying to understand what angle the planning office will look at it from.
