    I don't think you can threaten to call the police if he doesn't pay up.  That feels a bit like blackmail.  You either involve the police in a criminal matter or you do not.

    Personally, I'd have a) pulled the plug b) registered it with the police as a crime and obtained a crime reference number and the details of the assigned officer immediately.
  • Firstly, report the LL for not being licensed. 
    Change the lock if the LL has a key, keep the old lock to replace when you leave. 
    Then turn off the power to the garage and start looking for a alternative property.
    also is a business allowed to be run from the garage? If not then report it to the council 
    keep your deposit evidence so you can claim it back via the courts if the LL won’t return it.

    Without going round " your home " and getting a EPC done yourself the Landlord maybe breaking the Law by renting out a property with an EPC of E or F so the fact you paying for the garage at the bottom of the garden makes it a bloody expensive home to keep your family warm.
    Have you had the electrics check yet ? The Landlord now needs a EICR report to say the electrics are safe !
    As the lazy LL has put your family at risk of Death by not having a Gas Safe Certificate done every year I doubt you have a Co alarm or smoke alarms around the house.
    You have spoken to the garage mechanic running his business using Free electric from YOU so flick the switch.
    £500 a year backdated to when you moved in should do.( This is only £10 a week )
    The Landlord has not got a hope in hell of evicting you for 12 /18 months and should be fined £Thousands for breaking the Law.
    Start by speaking to Shelter and the local council environmental health people.
