Yeah it's not really money related but is anyone aware of when these will be allowed to reopen? No mention of it in the guidance that I can see, would it be seen as non-essential shops (no earlier than April 12th)?

According to the 'roadmap out of lockdown', the first changes are schools back on 8th March. The 2nd easement on 29th March seems to refer to outdoor facilities and outdoor sports so I would say it's not unreasonable to assume that animal rescue/rehoming centres will reopen 12th April at the earliest - although some centres are still doing contact free rehoming.1

rescues can still rehome but you cannot visit the centre. It is virtual viewing only and the animal will be brought to you or you will collect by appointment.
Each rescue will have their own system at the moment.

Covid-19 update: our rehoming centres aren’t open for public browsing, but we’re still rehoming and taking in dogs, with measures in place to keep staff and adopters safe. Find out more about how national Covid-19 restrictions are affecting our rehoming procedures and other activity.1 -
Also remember that even though, as Sheramber has said, rescues are conducting virtual viewings/interviews, many won't rehome dogs to homes that are over a certain distance away from where the dog is currently staying.
We've tried to apply for a number of dogs but have been rejected as, whilst we live within reasonable traveling distance from centres, we live over the distance prescribed by the centre. Its further compounded if you live in say Wales and want to rehome a dog from a centre in England.1
