In that case it is highly likely that they would object to any planning application you made for a fence over 2m.A garden feature inside your boundary such as a pergola or trellis could give you the privacy without causing any trouble. The are many fast growing climbers that would soon give you full screening without the density and future troubles of a conifer hedge. I’m thinking evergreen jasmine and clematis perhaps? Or a climbing rose with arching qualities could be added to the 6ft fence to give you a good few feet of extra height without higher support - Rosa Madame Alfred Carriere would be a good choice for this.3

As above, nice linear pergola and trellis well inside the boundary + screening plants to taste. Job done.

Bear in mind adding a trellis to the fence counts as part of the fence height - so still 2m.Given the neighbour's attitude, breaching the rules without plannig consent will result in a report to the planners.So any additional measures will need to be within your boundary, not on it.1

Reading this again, you make mention of steps from a higher to a lower area. Could you get a custom built fence that slopes at the same angle as the steps so is 2 meters high all the way along the land level change?

You could place posts in large planters, then put the trellis at a starting height of 2m, then move the pots up to the fenceline. It is legal as its movable however, is it worth starting an argument with your neighbour about?30th June 2021 completely debt free…. Downsized, reduced working hours and living the dream.0

Save the money with planners. Stick to the same height and plant large trees in pots for privacy. Neighbour can do one then and cannot complain0
