I have thought about getting the other half tattooed and have him sit in a deck-chair with the Tatt exposed as long as I bring out regular brews and he has a podcast to listen to he should be fine!

It's highly unlikely that the neighbour is a beneficiary of this covenant, and it's entirely up to the beneficiary to attempt* to enforce a covenant. It's not a law, it's just a civil legal commitment.
So leave your signs in place, unless the beneficiary complains. Which they will probably never do.
* and I do mean attempt. Given that having a GDPR-compliant sign is (theoretically) a regulatory requirement of a CCTV system that extends beyond your own premises, I very much doubt that any court would agree to an injunction that leaves you unable to comply with your regulatory obligations.
And if it stays on your own premises, then you don't need a sign anyway.8 -
how about sign or sticker in your car. as you said it will be filming the front driveway so the car will be the sign. i would have thought covenant would not extend to the car parked on the driveway.

Temporary exhibition of modern "sculpture" or "graffiti" on your front lawn. You or your other half could show the results of learning a new hobby.
You could always run a competition for local artists, students etc. specifiying the inclusion of your notice in the work and exhibit the top 3 entries one after another.
In the run up to Christmas perhaps you could get one of those illuminated, inflatable snowmen and add your notice to its tum.
Rename the house to be a QR code that when scanned by a smartphone displays your notice or paint the front door with the code.1 -

I'd politely tell him you are happy to put signs up but the covenant prevents it so if he wants a sign he will have to challenge the covenant! Given his nefarious activities I doubt he is going to involve the authorities1

Rename the property 'Attention: You're on CCTV House' and affix large plaques confirming said name to the front wall, gateposts, roof and wherever else you care to place them.
Pave over the front garden and drive with pale yellow slabs. Use darker slabs to create a CCTV camera symbol within it.
Install a giant CCTV camera shaped fountain in the front garden.1
