Northern Ireland Car Rental - Have License but No Insurance, Can I rent?

I haven't had a car for a number of years. My last car cost more to fix than it was worth and didn't bother replacing it. Recently I have been wondering, as a Northern Ireland resident, if I can rent a car. Obviously I have no insurance but a full license. And also, is there a cheap insurance policy I could be paying without a car that would cover me for driving in general? I was hoping that renting here and there for certain trips might be helpful. Thanks

Rental cars usually come with insurance.

You don't need to currently own, and thus have insurance for, a car to be able to rent one. Insurance is provided, all you need is a valid driving license.
