Northern Ireland Car Rental - Have License but No Insurance, Can I rent?

I haven't had a car for a number of years. My last car cost more to fix than it was worth and didn't bother replacing it. Recently I have been wondering, as a Northern Ireland resident, if I can rent a car. Obviously I have no insurance but a full license. And also, is there a cheap insurance policy I could be paying without a car that would cover me for driving in general? I was hoping that renting here and there for certain trips might be helpful. Thanks
