I was just wondering how would someone get a CIFAS and would show on your public record or is it hidden?

It's a marker placed on a central database indicating one of a variety of misdemeanours, that, if you receive one of these, will severely hinder your chances of accessing financial products. Further checks doesn't necessarily mean there's any CIFAS record - a soft search only lets them see an overview of your credit file, a hard search gives them more detail. It might be that on the soft search things looked ok - but on the hard search they found something they didn't like. Nobody will know what that is though except the bank - and they won't tell you.
