It reads:
As you know we’ve been trying to recover the claim costs for the incident that happened on 18/08/2017. Unfortunately we are unable to take your claim any further due to us being unable to trace the third party. As you are aware the third party insurers did not cover the third party as she took the policy out 20 minutes after the incident happened. We therefore redirected our claim to her and then instructed our solicitors as the third party failed to make payment. Our solicitors instructed high courts enforcement agents to make a recovery but unfortunately they were unable to trace the third party at the address provided and further traces were unsuccessful.Although we can’t get any money back, we’re pleased to confirm that your excess was waived and the no claim discount will not be affected.As we are unable to take your claim further, we have now closed the claim.
Relative is happy not to have lost any NCB, but it got me thinking, whether victims could aid insurers and others in tracing such rogues, e.g, with image, or voice record made at the time.

If you have dash cam footage that helps, great, ensure all details are taken at the scene regardless, take photos, even "accidentally" take photos of the other driver's face in them. If someone is avoiding being traced, not much you can do.
