Wallpaper stripping problem

I am stripping several layers of wallpaper from bedroom using a steam stripper. It is taking forever as each layer comes off I have to steam again for next layer. The problem is the last layer of paper which won't budge (bits at a time) It is normal "paper" wallpaper but I think I may have used a type of paste that came in…

Thanks everyone , some good ideas to try.
I used to use hot water with a bit of washing up liquid in and a sponge but found a steamer a lot quicker. Not this time though.
There are only 2 layers of paper but the backing comes off separately which makes it feel like more.
