Paypal cannot authenticate my account -- and never respond!

I have a landline phone number registered with Payl pal and about two weeks ago suddenly they wanted me to authenticate my long-standing account by confirming a four digit code they sent me. They claimed they would make an automated call to confirm the number - but they have NEVER ever rung me.
I have phoned them to try to regularise this many times -- but it seems that I am one of many stuck in the same loop. Now I owe them almost £100 for transactions which were in the pipeline... but I cannot log in to my account to pay. I have sent emails to their CEO (they don't give out any email addresses to which you can respond but I have found one for Cameron McClean) and told them of the problems but they do nothing, except someone in a call centre far away tells me I need a mobile phone. I don't have a mobile phone number I can use because I live in a mobile-phone black hole. Paypal are the most awkward, unresponsive, obtuse organisation I have dealt with.
