Maybe worth reading this article and following up with the new company dealing with it:

I would have a word with the card provider/bank as they now have to help to protect the vulnerable. Will not get the money back. Also take it that you have POA?

Does your son have capacity around his finances? Capacity and vulnerability overlap but they are not the same thing.
If he understands money then you can’t stop him from having a credit card, in the same way that no-one could prevent you from getting one.
Although he may not meet the affordability criteria.

The service linked to only applies to people subject to the court of protection.
Does your son work and manage his own wages,  or is he not able to work and if so does he have an appointee?

Is there anyone else he would listen to who could help him to understand that they are not his friends and are taking advantage?

Why would you take it that the OP has LPA? It has to be granted by the person, and the son may not consider it necessary. And if there is one and the son has capacity it can’t be used without his consent anyway.

From my experience of talking to our team that deal with this sort of thing. It is one thing they recommend. As a bank can only do so much, but a family member is much closer to the problem and can act in a appropriate way.

Only if the person wants an LPA, and if they do (which most 22 year old's don't), they may not want it to be the family member who wants to carry out the role.
But even with an LPA, if the person has capacity there is nothing the LPA can do to put any limits on the financial products they choose to apply for.
