Is this that much different to Child Benefit, which is also a Public Fund (although there are exceptions for citizens of some countries who have an agreement with the UK) where the NRPF partner is linked in that claim too? The partner who can have Public Funds claims the Child Benefit in their name, but their NRPF partner is linked to see if their earnings are over 50K.
