First time buyer - Advice on putting offer after initial viewing

Hi,
We are on a look out for our first property for few months now. We have come across this property which ticks most of the boxes but need some advice. The property (semi detached) is on the market for few months now and is sold by Asset Management Group via the estate agents. They have cut off all utility lines (gas, electricity, water), so we can't check any of those. 
Questions - 
1. What options do we have to check gas, electricity, water before putting down the offer? Should we check those at this stage? As its unoccupied for some time, we dont know the situation with the lines. How do we get assurance that safety checks (gas / elec) are done or will we need to do those after the purchase?
2. How can we check the status of boiler? Estate agent said they are unaware of the status as no one lives there.
3. Anything to watch out considering its not sold by a private owner but AMG?
4. There are some cracks in the exterior wall near the top, looks line rendering issue, but we are concerned if its not anything serious than that. I believe surveyor report should catch that, but should I employ one before putting the offer? If not, how should I reflect it in the offer price.
Any expert advise / viewpoints are welcome.

  • The gas and electric may be a case organising a supplier which is as easy as picking a mortgage lender but I’m not sure if an engineer needs to do anything beforehand. 

    The best thing to do is get a survey carried out which will cost you upwards of £400+ And that will give you an idea of any work but also a valuation.

    I assume you are in England/Wales and not Scotland where the process is different: You can put in an offer after the first viewing on the assumption that everything is working.  If the offer is acepted then you carry out whatever checks you want and change or withdraw your offer if necessary.  You are not committed to anything until exchange of contract.

    If the gas and electricity have been cut off then you can't get them checked unless you pay for them to be reconnected first.
    Just budget for the fact they they may well need money spent on them after you've purchased.

    But aware that these sort of companies often get involved where a property is problematic to sell. So be aware there may be a lot wrong with the property.

  • Thanks all for your valuable comments. Yes, this is in England. Upon further investigation, we came to know that the property was put in Trust, AMG being Trustees, hence they are selling it now. @moneysavinghero - Am I OK to assume, its not much of concern in this case?
