ID Fraud - Big Companies allowing it to happen?

I have recently been the victim of ID fraud. It started in November and continues - daily! Many many insurance policies and energy switches are being approved using my name, address, bank account no and sort code. Part of a cashback scam, it seems. Fraudsters open the accounts and claim the cashback rewards!
I have been able to contact the companies involved and get them stopped before incurring any financial loss, but it takes time (that I don't have), is very stressful, and is happening over and over again, often with the same company. I have also closed the bank account concerned.
I am really angry with the companies who are allowing this to happen as they are not being scrupulous enough in their credit searches. Firstly, the date of birth that the fraudsters are using does NOT match mine so this is either not flagging up in the credit search, or it's being ignored and the companies are approving the product anyway. Secondly, I have a CIFAS protective registration on my credit file which isn't helping either. Finally, I have closed the bank account, so how are products still being sold when the bank details the fraudsters are providing no longer exist?
I don't know who to complain to about this...the insurance / energy companies, credit reference agencies, the bank or CIFAS? I've emailed all four and none of them accept responsibility.
I've now contacted the FCA for advice on how to stop this.

Can only touch on the insurance one...
Most insurers dont do credit checks so wont see either the incorrect date of birth. Back in my day CIFAS checks were done as a batch process not in real time, dont know if this has changed materially since then. Direct debits similarly arent instant however to be able to buy most classes of insurance and pay by bank account you must pay for the first installment up front using a card. So if people are buying car or home insurance in your name there must be a valid card they are using (valid as in live and passing security checks... could be a stolen card or such but then would need to be able to pass the AVS meaning same numerical address as yours)0 -
I had a CIFAS Marker, which lasted for 3 years for someone applying for 2 credit cards in my name. Luckily I intercepted the card before they did at my home address. Did hear some early morning sounds in the morning, probably trying to get the post box before I did.
I contacted the banks and they put the marker in place. Was a pain as any application, meant a phone call to ensure it was me, but a necessary one"It is prudent when shopping for something important, not to limit yourself to Pound land/Estate Agents"
