Finding the "to" on a BCC email

So, I've received an email which I am in two minds to if its genuine or not, it professes to come from our local council.
Its a mass mail without mail merge and is addressed to "Resident" but then I have had genuine letters from our local council with such a salutation. The problem is that its been received by a mailbox with a catchall on the domain and appears to have been sent with all recipients on a BCC as it doesnt show a "To" field.
How can I check which email address of mine they actually set it to? Obviously not trying to see the other recipients.

You won't see the other recipients, otherwise that defeats the whole point of BCC

As I said, I know I can't and have no interesting in seeing that anyway.Neil_Jones said:You won't see the other recipients, otherwise that defeats the whole point of BCC
The mailbox is a catchall for the domain so Bob@mydomain.com, Neil_Jones@mydomain.com and rfgwergsadvaserger@mydomain.com all go into that mailbox. Firstly I was wondering if the email was claiming to be for me or the Mrs (some household stuff she isnt interested in goes there even though you'd assume its her email address) and secondly if its sent to something unassociated to us (eg neil_jones@mydomain.com) then it increases the probability massively that its spam/phishing etc.0 -
