Company in Italy only taking orders to the UK over £135

Hi.
I'm trying to buy some leather online from a company in Italy that has by far the best prices. It would be £33 for the piece, with delivery taking it to £39 so as far as I'm aware I'd be below the £39 limit where I don't have to pay extra.

When I try to pay the website tells me that "In compliance with the new Brexit regulations, orders must have a minimum value of £135 plus shipping costs" which doesn't line up with the guidance on gov.uk. Do companies in the EU incur more costs if they sell low value items or am I missing something here?

    The £39 only applies to gifts and not commercial goods which your purchase would be.

    On goods under £135, no Customs Duty is due and VAT of 20% is collected at point of sale; which means the Italian company would need to do the work paying the UK tax man.

    Over £135 customs duty applies, so the VAT and duty is paid by the delivery company who get repaid by the customer.

    So I assume in this case the Italian company don't want the hassle of doing the VAT collection.
