@duncansby: If you buy a new device and sign-in to photos then it will re-download the thumbnails and will download new photos/videos as you browse them. If you lose or damage your device and don't buy a new one, you can still access the photos via the web or using the iCloud program on Windows or Photos program on Mac.
You should avoid enabling/disabling/re-enabling iCloud photos on a device. I did that and it got confused during the sync and it permanently deleted a few thousand photos from all my devices (didn't even put them in the recently deleted folder), and deleted lots of albums I'd created. That's why I advice a local backup or two.
