Can someone kindly tell me how to send a message on Linked In to a person (or group of people) who are in a particular profession e.g engineering?

You can only message an individual you are connected with using the free service.
You can send InMail for a fee to those that you are not connected to or you can go the whole hog and pay for a "sponsored message" aka advert.
