Can an LPA Health & Welfare Application be Expedited [England]

I found some links for Scotland to urgently expedite an LPA for Health & Welfare but couldn't find anything similar for England.
Our family member signed - with capacity - an LPA at the start of January before having a large [acute] bleed on the brain/stroke at the start of February. They now lack capacity due to the ongoing bleed and we are having to discuss discharge destinations from hospital. However the LPA is only due to become live mid-March.

Is there a way to expedite the LPA so that it becomes active sooner, so we can represent her interests better than simply 'Next of Kin'?

You can contact the office for the public guardian and ask them, you will need the reference number which will be on the letter they send you telling you the application is being processed.
I recently applied for LPA for my mother and it took 19 weeks to process it because of covid delays.  I called them after 15 weeks and they then flagged it as  overdue and sorted it.
