So there has been some development on the matter. It turns out that upon going on google maps I can see that the car park in question is indeed managed by both the local council ( who manage most of bays) and parkingeye. There is a shared common road and its at that entrance that they have placed their ANPR. The council allows 30mins free parking too and timings by PE are reading 13mins. Reading online - it appears that the car park is owned by a local school and it is currently half term so perhaps I can ring them on monday to complain. So I will let the popla sit till then. The complaint to the landowner is far, far more likely to see the PCN cancelled than a POPLA appeal and then it becomes too late to complain and get it cancelled because P/Eye will whinge that they've spent an operator's POPLA fee on it.

A POPLA code will last just over 30 days so diarise so you don't actually forget that route of the complaint falls on deaf ears.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
