Selling and re-dealing SIPP's / LISA?

If I want to sell my SIPPS or LISA portfolio and reinvest am I liable for draw down fees / fortfeiting my LISA bonus? I don't want to withdraw either as cash!!! I just want to re-invest it in different funds.

If the proceeds are kept within the tax shelter when selling and rebuying then this doesn't incur SIPP drawdown charges or LISA withdrawal penalties.1
