Probably because PoPLA get it wrong very often. Many of their assessors are young Law Graduates unable to get training positions in solicitors offices and pupilages in Chambers, In other words, they are not up to snuff.

The NTK looks PoFA compliant, so the keeper can be held liable, therefore there is no mileage in challenging it.
Remaining PoPLA appeal points are: -
Not the landowner
No standing to issue charges
Inadequate signage
BPA CoP failures
Lack of grace period - maybe
Drivng around looking for a space is not parking - if applicable

The NTK is POFA compliant, as everyone has told you already. CEL have changed their wording.
A complaint to the landowner is the best bet because I can't see POPLA being on your side.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
