Charged to RECEIVE a call... Sky..?.. O2..?

Hi guys. Is it remotely possible that I've been charged for the privilege of receiving a call from the Sky troubleshooting line 0800 761 3362? 

I've been having technical issues with my landline and they had to call me on my mobile. I discovered at the end of this call (which was 40mins spent waiting and getting nowhere in a muzak queue) that my O2 pay-as-you-go balance had gone down more than somewhat. I'm pretty confused and am unsure where to point the finger.

    You do not pay for incoming calls in this country regardless of whether its phone or mobile.  Caller pays.  Always has and always will.  The exception may be if you're roaming on another network but that's unlikely to be the case in the UK (or if the call charge was reversed but I believe you have to give consent to this via an operator before it happens so you'd have known about it)

    It's far more likely you've had mobile data on.

    That's what I thought but my balance has definitely gone down.

    I don't have mobile data. It's not a smartphone... it's a 'smart' phone, chosen specifically because it can phone and text but keeps the big bad internet out of my life for a few hours each day and allows me to be human.
