    I'd try and get the levels with ply in the areas its low, then use a feather finish & a decent latex screed (Arditex) over the whole floor. I'd get a floorlayer to do it (I'm one) and he could get it level.
    Have you thought of an LVT like Karndean? Its warm underfoot, and some ranges have a lifetime guarantee.

    Why don't you change the rad in the bay to an angled one that covers the whole bay, rather than just the rear wall? That looks like it will more than double the heat output, which might mean you can dispense with the UFH?
    Cost is one new rad and some minor plumbing work to reposition the pipe entry and exit points.
    No free lunch, and no free laptop ;)
