The offer of Google's Chromecast with Google TV and 6 months free Netflix has limitations. It is for the 2 user package. I was going for the Netflix 3 user package before I saw this offer.
Is Netflix strict on monitoring the number of users, or. Can you register 3 users but only use 2 at any one time or can you only register 2 users.
I have the app on 2 TV's with VirginMedia but we have a third non smart and no VM STB, which is why I was interested in the Chromecast.

It only means you can watch on 2 devices simultaneously, but, you can put it on more. So, you are fine with your 3 devices as long as you use no more than 2 of them at once.
I have it on 9 devices including phones tablets and TV's.
You can make up to 5 profiles in the account for people to have their own watching favourites etc.

As above there's no limit to how many devices are linked to the account - all that matters is how many devices can stream at the same time.
Do Netflix do a 3-user option? I thought their plans were:
Basic (SD) - 1 user
Standard (HD) - 2 users
Premium (UHD) - 4 users

If you subscribe to the Standard 2 user package and set it up on 3 TV's with the intention of only using 2 at a time. But, mistakenly your 3rd. user tries to use it. Does the 3rd user just get a message telling him that 2 users are already logged in and bar him from using at that time, or. Do you get a official reminder of misuse.0

I don't think there's any official reminder or anything like that*. I think you just get a notification on the 3rd device that all available connections are currently in use. (I don't know the exact message because I've never encountered it. But there's nothing sinister or official about it - you simply can't use the 3rd device until one of the other devices stops streaming/closes the Netflix app.
* You might be thinking about the situation where the account is accessed from a different property. Technically that's a breach of the T&Cs but as of yet Netflix haven't enforced this. (I think it's mentioned in the MSE article I linked earlier).Jenni x1 -

You seem to be worried about being told off, for some reason. You won't be, so just sign up and enjoy.Drinking Rum before 10am makes you
