Ebuyer & Yodel Missing Parce

Hi.
On Sunday 29th November 2020 i placed an online order with Ebuyer.com for a computer graphics card, the payment was made with PayPal Credit. The listing said it was out of stock and due in stock by the end of December 2020, i was not in a rush and so placed the order
The next day I was at work when I received a notification that the order had been dispatched and was due for delivery on that day. I was at work and I live alone.
Upon returning from work there was no sign of any parcel. I tracked the parcel on Yodel's website and they said it had been delivered.
After weeks of phone calls to both Yodel and eBuyer i still have not received either a refund nor replacement.
Yodel has admitted in verbal that the parcel was left without a signature after telling me the driver left it with the resident.
Ebuyer have refused any action due to Yodel saying it had been delivered, nor are they taking action based on Yodel admitting fault.
Paypal have also refused to help as Yodel previously said it had been delivered.
I know I shouldn't be the one doing the leg work but all three are refusing to help.
The contract is between me and Ebuyer but I am at a dead end as to what to do next.
Small Claims/Watchdog/Ombudsman?

Assuming the value was over £100 you should be able to raise a Section 75 claim with PayPal, do this first. You may already have done this but it's not clear from your post. If they reject it then escalate to the Financial Ombudsman.Once you have exhausted these two (free) routes, start a small claim against Ebuyer (ensuring you send a letter before action first).0

Yes I contacted Paypal but they also said as Yodel have declared the parcel delivered there is nothing they can do.
I have filled in the Online Small Claims form but not submitted payment. I will send Ebuyer a letter of intent first.

Update:
Paypal refused to help, do not use them.
Took eBuyer to court and they settled a month before court date.
Never give up.
