    "We had a very close friend who was a builder"...doesn't stop him being a cowboy plus dropping cash around to make things easier........nobody else to blame OP but yourself, did you check his work/references/recommendations etc

    None of it needed to happen.  Someone chose to use someone they knew was a criminal before they started and chose to ignore 'many' other people's advice. 

    What could possibly go wrong?!

    No, because I clearly pointed out that such a diktat is indeed unlawful. You cannot be compelled to observe unlawful totalitarian diktats. The issuance of such diktats is the criminal offence in these cases (and a very serious crime at that, namely Treason).

    Ok i've read and considered all the posts, I'm still certain that blame lies on both sides.
    every time I watch programmes on TV about situations like this (eg dominic littlewood ) I always think that there is another side of the story to tell, like for example, the customer wants to pay the absolute lowest price possible and take a load of risks. well, this is what could happen if you take those risks in order to save some money

    You voiced an opinion that it was unlawful. That doesn't make it a fact.
    How can it be unlawful if it is statutory legislation?

    yes I see what you are getting at, but I'm not.
    maybe if this is highlighted then a few more people might take note, and then in turn not be so careless when getting work done on their house, and then hopefully they don't end up in the same situation as the OP
