    Is that the only photo they've given?  I can't see anyone leaving the site unless they allege those two body-less legs are those of the driver.  Leg Identity Parade coming up!

    Have you checked their website to see if they have any other photos?

    Do they have any actual evidence of the driver leaving the site? Because a driver leaving the car doesn't mean they are leaving the site.

    Nothing visible on Google Street View. There was one other image of a figure next to the car which I saw when I did the first appeal through their online system but I don't have a copy of it.

    Send them a SAR and require all images they have of the alleged driver allegedly leaving the site

    Even if the driver did leave the site, so what.  If their brand new £500 Montechristi Panama was blown off site, would they not retrieve it?.  How about going to the aid of a man run over by a bus?.  
    You never know how far you can go until you go too far.
  • was there a site map shown on the signage , was the site clearly marked , did the pub premises have tape (like you would see on a police crime scene) running around its parimiter to warn people they were stepping over the boundry ? 

    think not , move along Parking Control Solutions.
  • the picture does not look like an ANPR (AUTOMATIC) photo , more like one by a person operating from a bedroom window  why should an AUTOMATIC camera that is set up to capture entry and exit at site enterance be poiting at a specific parking bay , 

    I wonder if this person was a rather bored and skint landlord suplimenting his goverment pay out
    I seem to recall that the BPA stated that companies had not to work by this method
