Ebay Packlink

I sold an item on Ebay before Christmas and I used Ebay's Packlink option to organise delivery via Hermes. The item was posted on 21/12/20 with an expected delivery date of 30/12/20. It never arrived. I received a claim from the buyer on 26/01/21 to say that it had not been delivered. The tracking shows that it was still with Hermes. Hermes finally (via their horrendous automated systems) told me that I needed to make a claim via Packlink. Ebay's Packlink are now telling me that I can only claim within 30 days of the dispatch date (ie by 20/01/21). The Ebay buyer is allowed to make a claim against me within 30 days of the expected delivery date (29/01/21). What do I do now? I have to refund the buyer but can't claim anything back from Ebay?
