If there are pets in the building that is a good sign that you could be allowed to have one.
The question is whether a flat is the right place for a particular pet. High energy dogs might not be best suited?
We had 3 cats in a 2 bed flat with no issues, the younger 2 would say hello to our neighbour through the chicken wire balcony partition. There were a few dogs about as well (it was a site with several blocks of flats). I don't think we had a clause about pets though.
Our in-progress purchase has a permission to have pets clause that we gotvticked off for not completing (despite mentioning seversl times in email and verbsl conversations that we had 4 cats but that is another story).
May you find your sister soon Helli.
    Sleep well.

As always with leasehold property - read the lease! Remember you're not buying the flat/house - you're buying the lease ... which entitles you to occupy the premises for the term of the lease. The lease will list things you must do and things you must not do ... read them!

Most leases state that the leaseholder should not keep animals in the property. However, some leases ... only some ... state "unless you have prior written consent from the freeholder". The rules are individual to the lease, so you need to read the individual lease in each case.

Happy to discuss if you wish.
