It appears nobody can access the account that our service charge goes into...

Husband owns a flat, in a converted villa. There are six flats. They pay ground rent to an external company, and then a monthly service charge to a Committee account.
I've lived here with him for four years, and the Committee has never met. Apparently, an old owner used to be the Treasurer, and look after maintenance and the like. She sold years ago, and there were a bunch of letters sent about nominating other people to be the Treasurer.
We now need to do some communal repairs. There should be enough money to fund them in the kitty, if we work it out based on everyone paying the amount they've agreed... but I have no idea if they have. We know the bank involved, and husband went yesterday to see them, who said that they can confirm the account exists and is active but he is not a signatory. The person who thought they were the Treasurer doesn't live here, but is struggling to get access too. They've asked us to search for statements which used to be delivered to the house addressed to the Committee, allegedly, but there are none that I can find. Three of the other owners have said they are not the Treasurer, and the final option is a 98-year-old man who is currently in hospital. His daughter doesn't think he's involved; as she's been looking after his finances for years.
I have no idea what we do in these circumstances. Contacting all the owners is a pain, three of the flats are now permanently rented out and the owners live a distance away, and one is owned by someone who is only contactable by email. Any advice?

The committee need to meet, formally appoint a new treasurer (I think your husband just volunteered), and produce some minutes.
The minutes need to be provided to the bank to convince them of continuity. Good luck...0 -
As above.The alternative is to contact the ex-Treasurer if you can and get him to swop names on the account.0
