  • Do the meters say for example flat 20 or simply 20. If the latter then it could be the plot numbers. You'd have to try and get in touch with the developer (or ask your landlord to) to find out which plot became which flat.
    Interesting thoughts, but whatever the reason it is clearly the Landlord's responsibility for getting the overall situation resolved.
    The OP needs to ascertain which is their meter by doing what @Gerry1 has suggested, far simpler than anything else.
    (Others could do similar, but not all at the same time on the same night!!).

    How did you discover this about the previous tenants?
    If this was information withheld by the Landlord (or their agents) you may have some legal redress if you don't end up being credited correctly when you've solved the problem of which meter is yours (as just mentioned).
