Not an expert and not sure what you mean by short supply (maybe coins from a dealer) but there was an estimate of $48 Billions worth in London vaults alone yesterday - so not exactly a shortage

That is allocated silver; not silver available to buy.

You can buy with BullionVault, VAT free. They will store it abroad if you want or you can take delivery if you buy a sufficient quantity.

That is totally wrong. BullionVault has allocated and audited gold and silver stored in Vaults completely outside the banking/financial system.

The premiums on some coins might be double but on 1000oz bars it is only a few percent above spot.

There is a disconnect between real silver and the paper or digital price

If you can get 1000oz bars for the paper price then people would do and cast them into smaller bars to meet demand

You are supposed to be able to stand for delivery from the comex 

but in small print it says they can settle for cash if there are shortages

Gold comes first, silver comes second as a hedge against inflation. Reference to the funny money printed for the covert emergency amounting to billions, super inflation is waiting just round the corner.
