bought items from america seller did not ask fedex to bill me via my account like i asked them to

i bought some items from america and I gave the seller my account number so they could get fedex to charge me instead of doing an advancement on the import and duties (this should have meant I would not have to pay the advancement fee that fedex charges)
the seller decided to just pencil then number on the outside of the box in really small writing meaning fedex is now charging me the advancement fee
I contacted fedex and their response was "Our Terms and Conditions are such that the recipient or importer will be invoiced for Duty and Tax charges unless the sender selects the ‘bill sender’ or ‘bill 3rd party’ option on the FedEx International Air Waybill. Unfortunately, neither of these options has been selected on this occasion, therefore FedEx have invoiced you, the recipient, correctly."
now from my point of view I did everything on my end to get the import and duties paid off via said account instead of having an invoice sent to me with the extra charges
who should I be shouting at here? its not my fault the sender failed to fill out the paperwork correctly

Who paid for the actual courier? Was it sent from your account or the merchants?
Assuming it was sent via the merchants account/payment then neither of the two options relate to the situation as it wouldnt be the sender to be billed and you are not a third party so you can somewhat understand their confusion (if they were confused).
Ultimately the seller didn't follow your instructions and so they are the only ones you can really complain to; a friendly discussion with your account manager or customer service at FedEx may get them to consider applying it to your account retrospectively but it would certainly be a gesture of goodwill rather than something they should do.0 -
Its the seller you shout at but as they are in the USA they may well ignore you .

the third party wording on my part comes from the reply i got from fedex all i did was contact them and go here is account number please make sure fedex has it so they can just process the import/duty etc
Something similar to this has happened in the past with a different seller I contacted fedex and they removed the advancement fee so presumably this time they have said no because they have done it once before already
