5% VAT relief

I have booked a seasonal caravan pitch for 2021. Fees due 14th Feb. The site have just told me that I am not going to get the 5% VAT discount because I didnt have a pitch with them last year 2020. Is it legal to withhold this discount. We can get this discount up to 31 March 2021

The "discount" on VAT isn't relevant.
They can set whatever price they want, if you don't agree with that price, don't buy the product. Assuming they aren't trying to charge you more than they quoted to you.
