UKPS Parking charge notice - Help please

Evening all, my partner received a £60 parking charge notice today in the post addressed to her from UKPS Ltd. I was driving she was waiting in the car engine still running, only there for 5 minutes for click and collect, we were parked in a bay in a local halfords carpark (or what we thought was). However it would appear that halfords have recently disposed of some of their car park to the food store next door, it never used to be like that as ive been going there 15+ years so didn't think any differently, but have since noticed there were signs placed around.
The reason stated on the PCN is: parking in no parking area and unauthorised parking.
Have just been reading the newbie post and trying to absorb the relevant information. Am i correct in thinking i should complain to the land owner first (the food store at least who i think it is)? Then proceed with the appeal?
Any clear guidance much apricated.

yes , PLAN A first , because plan B will result in the inevitable rejection, followed by debt collector letters and possibly court within 6 years

I presume we're talking about Purley Way here as I received a similar letter last week. I was just coming to post my letter of appeal for guidance but I guess I will appeal to Wing Yip first. My partner found a few posts on Facebook from people that have successfully appealed the Halfords charge using some of the info in my letter (although a few that didn't).

If the parking/paying arrangements have been changed recently, there should have been prominent signs up advising of the change and giving a grace period before they came into effect.1

@Le_Kirk thanks for that idea. From what I can see on Facebook it has been in place for around 6 months. However, the previous situation has been in place since Halfords started there and I've seen mention of it changing because Halfords stopped paying rent.
The previous arrangement (no enforcement or signage) was in place for years and there is no prominent signage up (edit --- notifiying users of the change).0
